This slide states the reality of how “an enemy of the United States” can “manipulate both physical and cognitive environments” for the purpose of espionage. Personal experience has shown the United States and United Kingdom (at least) have access to these technologies. This is not a big secret, but important to share with the public not for the purpose of sabotaging anyone or anything, but to demonstrate existing interests and capabilities in advanced technology and consciousness.
